Building
An Electrical Permit shall be required for any work which must conform to the Uniform Code and/or Electrical Code including, but not limited to, the wiring of any device or equipment for the transmission, distribution, or utilization of electrical energy or light, power, heat or air conditioning in or on any building or structure and on any premises, nor shall any alteration or addition be made in any such existing wiring devices or equipment without first securing a permit. All electrical work must be performed by a Westchester County Licensed Contractor.
No permit shall be required for replacing switches, receptacles, and fuses.

A Building Permit shall be required for any work that must conform to the Uniform Code and/or Energy Code, including, but not limited to, the construction, enlargement, alteration, improvement, removal, relocation, or demolition of any building or structure or any portion thereof, the installation of a fuel burning heating appliance, chimney or flue, and the excavation, filling or alteration of any land.
No Building Permit shall be required for work in any of the following categories:
- Installation of swings and other playground equipment associated with a one- or two-family residence
- Installation of portable swimming pools associated with a one- or two-family residence, where such pools are designed for a water depth of less than 24 inches and are installed entirely above ground
- Installation of movable cases less than 5 feet, 9 inches in height
- Painting, wallpapering, carpeting, or other similar finish work that does not change the surface fire rating
- Installation of listed portable electrical, plumbing, heating, ventilation or cooling equipment or appliances which does not require permanent utility connections
- Repairs with an estimated value not exceeding $2,500, provided that such repairs do not involve:
- The removal or cutting away of a load-bearing wall, partition, or part thereof, or of any structural beam or load-bearing component
- The removal or change of any required means of egress, or the rearrangement of parts of a structure in a manner that affects egress
- The enlargement, alteration, replacement, or relocation of any building system
- The removal from service of all or part of a fire protection system for any period of time

A Plumbing Permit shall be required for any work that must conform to the Uniform Code including, but not limited to, the installation of any plumbing, plumbing equipment, drainage, gas, and water supply, in or on any building or structure and on any premises, public or private, nor shall any alteration or addition be made in any such existing systems or equipment without first securing a permit. All plumbing work must be performed by a Westchester County Licensed Contractor.

There can be several reasons for this. Frequently, low pressure throughout the house may be an indication that the pressure regulator is malfunctioning or needs replacing. Often times if installed, a house filter may become clogged or a water softener may not be functioning correctly. If pressure is low in one particular sink, chances are that the water saver or strainer located in the faucet is clogged with sediment. On a larger scale there could be a water main break within your service area of fire department activity.

By calling the Water Department at 914-366-5103. Please provide the service address, the date of closing or transfer of ownership, name of the new owner/renter. There will be a $20 final reading fee added to the bill.
When purchasing property, it is important that all matters regarding water, sewer and sanitation charges to the property are finalized with the seller. This will ensure that no unnecessary charges will be passed onto a buyer.

There is a leak indicator on the face of your water meter. This black triangular dial should not be moving if all the water is off in the house. However, if the dial is spinning, look for the source. Typically, it is a leaky faucet, a running toilet, a broken sprinkler head or there is a leak in the irrigation line.
Homeowners can also keep track of their daily/weekly/monthly water consumption by recording readings found on the top of the meter head. Simply subtract the numbers to track how many cubic feet are being consumed during a particular time period.
If your meter is not located in the house because you have a meter pit near your street shut off, due to lack of assess, please call the Water Department at 366-5103, to assist in monitoring for a leak.

Village taxes are payable in two installments due June 30th and December 31st. If the last day of the month is a weekend or holiday, the due date is the next business day.

Checks should be made payable to the Village of Sleepy Hollow. Please include the Parcel ID Number and Bill Number on your check. Your canceled check is your receipt.
If payment is made by mail, the U.S. Post Office postmark is used as the date of receipt. Postmarks are valid only if done at the U.S. Post Office, on or before the final due date.
Foreign country postmarks and private/corporate postage machines postmarks are not acceptable proof of timely payments.

Past-due accounts are assessed a 5% penalty for the first thirty days of delinquency after the due date, and an additional 1% per month for every 30 days thereafter. No exceptions will be made.
If the first installment was not paid on time, then only payment in full plus penalties will be accepted. Failure to receive a bill does not waive penalties.

If you have an escrow account, you must notify the Finance Department of any changes to your account.
For example, if you refinance, sell, or buy a home or cancel your escrow account, notify the Finance Department and complete a Tax Change of Address Form (PDF) so that the Village's tax database may be updated with your new information.

Village property owners are entitled to file a grievance if they believe the assessed value of their property is excessive.
Tax grievance day is held once a year on the third Tuesday in February.
